PAYSA U4 – U6  OUTDOOR SOCCER RULES
PAYSA expects that all members/participants conduct themselves in a manner that is respectful and demonstrates their commitment to the principles and the intent of the Rules and Regulations of the game and the PAYSA By Laws. Each member group (players, coaches, referees/officials, parents and spectators) is expected to conduct themselves with dignity, both on and off the field of play.
  • Fair Play and Codes of Conduct for Coaches, Players, Parents (or Spectators), should be discussed (See Coaches package).  The focus is on abiding by the rules and regulations of the game, demonstrating a positive and healthy attitude about participation in the game and upholding the ideals of fair play and sportsmanship. Players should be presented with a clear picture of what constitutes fair play practices. Players should also be advised what actions would constitute a foul and be encouraged to exhibit fair and appropriate behavior before, during and after the game. 

The principles of “Fair Play” are exemplified through integrity, fairness and respect for all.  As such, a commitment is required from members/participants (players/teams, coaches, referees/officials, parents and spectators) to ensure the principles of “Fair Play” are followed. These principles are:

      • Respect the rules
      • Respect your opponent
      • Respect the officials and their decisions
      • Give everyone an equal chance to participate
      • Maintain your self-control at all times.

Abusive or offensive language or behavior is prohibited in all venues and in all activities under the jurisdiction of PAYSA. In the case of breach of this rule, the appropriate official may order the offending person from the activity or competition. Coaches or parents should report any additional violations by email or letter to PAYSA.

  • Governing Rules.  The playing rules are regular FIFA outdoor soccer rules.
  • Officials. One coach from each team needs to be on the field to coach and referee. (No game sheet kept). Since only players and coaches are permitted on the field surface, an assistant coach and one other adult are required to help out on the bench and organize the players. Coaches and Assistant coaches should be CPIC approved
  • Size of ball.   SIZE 3 BALL is required with suitable pressure.
  • Number of players. – 3 v 3. NO GOALKEEPPERS (Play with what you have). Please let Age Coordinator know by email if frequently short of players.
  • Equipment.  Proper soccer clothing (Soccer Jersey, shorts, socks) is provided and must be worn at all games. Shin guards must be worn and socks must cover shin guards.  No watches, jewelry, rings, hard hair bands, etc. allowed with the exception of medic alert bracelets/tags
  • Time.  Length of practice combined with game should NOT exceed 60 minutes in total.
    (30 min practice)
  • Substitutions. Time-outs are called, as necessary, allowing for substitutions (often after a goal is scored).
  • Out of Play. The ball may go off the soccer field (has wholly crossed the goal-line, or touch-line, whether on the ground or in the air) at times, coaches, assistants or the resting players are encouraged to help get the ball back into play as quickly as possible.

    The ball is in play at all other times, including when it rebounds from a goal post, crossbar, corner flag post or coach/assistant and remains in the field of play.

    • Restarts. There will be no throw-ins.  Balls that are out of play will be kicked in from the sideline. After a goal is scored, re-start the game with a kick-off at centre mark.
    • Over the goal line or end line and a goal is not scored, with a goal kick if the attacking team last touched the ball; or a corner kick if the defending team last touched the ball. Goal kicks can be taken from anywhere inside the goal area. Corner kicks are taken from the corner arc.
    • Slide tackling is not allowed – Coaches should discourage for the U4-U6 age groups.
    • Safety is of primary importance. Coaches are expected to stop reckless or dangerous play. Although fouls in the game may occur, they are usually unintentional. Coaches should begin to discuss fair play practices and what player actions would constitute a foul and encourage appropriate behaviour.
    • Field Dimensions.  To set up the fields, use existing markings or cones as markers.

  • Time.  Length of practice combined with game should NOT exceed 60 minutes in total.

(20-30 min practice)

  • Ball out of play:
  • when the ball has wholly crossed the goal-line, or touch-line, whether on the ground or in the air; or
  • when play has been stopped by the referee.

     
      The ball is in play at all other times, including when it rebounds from a goal post, crossbar, corner flag post or referee and remains in the field of play.

  • Restarts.  When the ball goes out of play, the game is re-started by one of the following methods:
  • Over the touchline, with a throw-in at the point where it crossed the touchline. The ball must be thrown using both hands from behind the head and facing field of play.  Part of each foot must be either on the touchline or on the ground outside the touchline. Note a goal cannot be scored directly from a throw-in.
  • Over the goal line or end line and a goal is not scored, with a goal kick if the attacking team last touched the ball; or a corner kick if the defending team last touched the ball. Goal kicks can be taken from anywhere inside the goal area. Corner kicks are taken from the corner arc.
  • After a goal is scored, re-start the game with a kick-off at centre mark. A goal can be scored directly from a kick-off.
  • Tackling. Slide tackling is not allowed – coaches should discourage for the U10 age groups and younger.

PAYSA U10 OUTDOOR SOCCER RULES

  • Officials. Small sided and Youth referees are provided with possible mentorship members for development. Both coaches (and assistant coaches) need to be on the field to coach. (A game sheet is kept). Coaches and Assistant Coaches should be CPIC approved.  Prior to the commencement of any league game (U10 and older), the home team will supply a game sheet filled in with their team list (current for the game please!) to the visiting team to complete and provide to the referee before kick-off.  Abuse of the referees will not be tolerated.
  • Size of ball.   SIZE 4 BALL is required.

  • Number of players. - 7 v 7 – 6 players out and one goalkeeper. If one of the teams does not have at least 5 players in total to begin the game after 15 minutes of the scheduled kick off time, the game is defaulted and the referee will abort due to CSA/SSA referee regulations. In the event of a defaulted game, a pick up or fun practice type game involving registered players only can commence under the management of both team coaches. If an incident arises in this type of game, coaches are expected to submit report for disciplinary action by PAYSA. Please let Age Coordinator know if frequently short of players.
  • Equipment.  Goalkeeper jersey must be different color to team jersey. Shin guards must be worn and socks must cover shin guards.  No watches, jewelry, rings hard hair bands, etc. allowed with the exception of medic alert bracelets/tags
  • Time.  Length of practice combined with game should NOT exceed 60 minutes in total. The game format will be 20 minutes of game, followed by 15 minute practice, then 20 minute game.
  • Substitutions. Unlimited substitution shall be allowed at any stoppage of play, only with the permission of the referee. Substitutions should occur at a place within 5 yards of the halfway line and the players should be fully off the field before their replacement goes on.
  • Ball out of play:
  • when the ball has wholly crossed the goal-line, or touch-line, whether on the ground or in the air; or
  • when play has been stopped by the referee.

  • Game Sheets. Prior to the commencement of any league game (U12 and older), the home team will supply a game sheet filled in with their team list (current for the game please!) to the visiting team to complete and provide to the referee before kick-off.
  • Size of ball.   SIZE 4 BALL is required.

  • Time.  Game should NOT exceed 60 minutes in total with 5 min halftime break. (2 X 25 min)
  • Substitutions. Unlimited substitution shall be allowed at any stoppage of play, only with the permission of the referee. Substitutions should occur at a place within 5 yards of the halfway line and the players should be fully off the field before their replacement goes on. Coach can signal the referee using a flag or T-shirt held in both hands above head.
  • Ball out of play:
  • when the ball has wholly crossed the goal-line, or touch-line, whether on the ground or in the air; or
  • when play has been stopped by the referee.

     
      The ball is in play at all other times, including when it rebounds from a goal post, crossbar, corner flag post or referee and remains in the field of play.

            (FIFA Law #11): OFFSIDE

  • he/she is nearer to his opponents’ goal line than both the ball and the second last opponent

A player is not in an offside position if:

  • he/she is in his own half of the field of play;
  • he/she is level with the second last opponent; or
  • he is level with the last two opponents

A player in an offside position is only penalized if, at the moment the ball touches or is played by one of his team, he is, in the opinion of
the referee, involved in active play by:

  • interfering with play or
  • interfering with an opponent or
  • gaining an advantage by being in that position

There is no offside offence if a player receives the ball directly from:

  • a goal kick
  • a throw-in
  • a corner kick
  • Tackling. Slide tackling is allowed.

  • Substitutions. Unlimited substitution shall be allowed at any stoppage of play, only with the permission of the referee. Substitutions should occur at a place within 5 yards of the halfway line and the players should be fully off the field before their replacement goes on.
  • Ball out of play:
  • when the ball has wholly crossed the goal-line, or touch-line, whether on the ground or in the air; or

It is the intent of PAYSA to uphold the guiding principles and promote the spirit of the game of soccer and the intent of the rules. There are times where the guiding principles of fair play, sportsmanship and ultimately the laws of the game, are broken. It is in these cases when disciplinary action must be taken.

 

            FIFA Law #12 CAUTIONS: “FAIR PLAY AND RESPECT”

  • The yellow card is used to communicate visually that a player, substitute or substituted player has been cautioned.
  • The red card is used to communicate visually that a player, substitute or substituted player has been sent off.
  • A player who commits a caution-able or sending-off offence, either on or off the field of play, whether directed towards an opponent, a team-mate, the referee, an assistant referee or any other person, is disciplined according to the nature of the offence committed

                        Disciplinary Action:
Disciplinary action applies to all participants, players, coaches, team officials, fans/spectators and volunteers. Subject to PAYSA Rules and Regulations, the implications of a caution and subsequent disciplinary actions are as follows:

  • The cautioning (yellow card) of a player must be noted on the game sheet clearly in the column provided.
  • The ejection or dismissal (two yellow cards in one game followed by red card) of a player must be noted on the game sheet. That player is suspended for the next game and will be required to attend a disciplinary hearing.
  • The ejection or dismissal (red card) of a player must be noted on the game sheet. That player is suspended pending a disciplinary hearing.
  • A player receiving a third caution (yellow card) in league play within a 12-month period, running from October 1 to September 30, will be suspended for the next game of his/her own team following notification of such suspension by PAYSA. The player may not play for any other team until such suspension has been served, or as directed following a hearing by the Disciplinary Committee.
  • Any person suspended under the preceding items is subject to a discipline hearing and ruling as directed by the Chair of the Disciplinary Committee.
  • It is the responsibility of the coach of the team with which the suspended individual is affiliated to contact the PAYSA office within 2 working days to arrange such a hearing. Any suspended individual will remain under suspension (i.e. ineligible to participate in any PAYSA activity) until such arrangement has been made.
  • Coaches are responsible for identifying on the game sheet, the name of any player serving a suspension. Any team found to be playing a suspended player shall forfeit all games in which that player participated. The coach and suspended player may be subject to further disciplinary action.
  • Any person under suspension or awaiting a hearing shall be so noted by a team official on the appropriate game sheet(s). A team official shall retain their copies of the game sheet.
