SOCCER RULES

It is the intent of PAYSA to uphold the guiding principles and promote the spirit of the game of soccer and the intent of the rules. There are times where the guiding principles of fair play, sportsmanship and ultimately the laws of the game, are broken. It is in these cases when disciplinary action must be taken. As such PAYSA indoor soccer rules are as follows:

1.     Governing Rules.  The playing rules are regular FIFA outdoor soccer rules.

2.     Officials.  Games are refereed and the referee’s word is final. Abuse of the referees will not be tolerated

3.     Game Sheets.  Prior to the commencement of any league game (U12 and older), the home team will supply a game sheet filled in with their team list (current for the game please!) to the visiting team to complete and provide to the referee before kick-off.

4.     Size of ball.

  • Size 4 Ball (1U12) and
  • Size 5 Ball (U14-U18) required.

5.     Number of players.  – 6 v 6.  5 players out and one goalkeeper. If one of the teams does not have at least 4 players in total to begin the game after 15 minutes of the scheduled kick off time, the game is defaulted and the referee will abort due to CSA/SSA referee regulations. In the event of a defaulted game, a pick up or fun practice type game involving registered players only can commence under the management of both team coaches. If an incident arises in this type of game, coaches are expected to submit report for disciplinary action by PAYSA.

6.     Equipment.  Goalkeeper jersey must be different color to team jersey. Proper soccer clothing (Soccer Jersey, shorts, socks) is provided and must be worn at all games. Shin guards must be worn and socks must cover shin guards.  No watches, jewelry, rings, hard hair bands, etc. allowed with the exception of medic alert bracelets/tags. Only water in plastic or metal containers (no glass) is permitted on the turf field.  No hot drinks, Juices, Gatorade (or similar product).

7.     Start of the Game.   Choice of halves and the kick-off shall be decided by the toss of a coin. The team which wins the toss shall have choice of which goal they wish to attack in the first half, the other team will take the kick off.  The team that wins the toss takes the kick-off to start the second half.

8.     Time.  Length of game should NOT exceed 60 minutes in total with 5 min break. (2 X 25 min)
            U12 Games will include 15 minute training session with 2 min break (2 x 18 minute halves)

9.     Substitutions. Substitutions are permitted “on the fly”, at a place within 5 yards of the halfway line and players should be fully off the field before the substitute is allowed to enter the field of play. The exception is the goal keeper who can only be substituted at any stoppage of play with the permission of the referee.

10.  Ball “in and out of play”. The ball is “out of play”:

a)      when the whole of the ball has crossed the goal-line, or side-line, whether on the ground or in the air;

b)      when the ball goes out of the “field of play”(e.g. crosses the side-line or end-line (goal line);

c)       when the ball touches ceiling structures

d)      when the game has been stopped by the referee.

NOTE: The ball is “in play” at all other times.

11.  Restarts.  When the ball goes out of play, the game is re-started by one of the following methods:

a)      Over the sidelines, with a throw-in. The ball must be thrown using both hands from behind the head.  Both feet must be on the ground and behind the line. The throw in is taken from the side line.

b)      Over the goal line or end line, with a goal kick if the attacking team last touched the ball; or a corner kick if the defending team last touched the ball. Goal kicks can be taken from anywhere inside the goal area. Corner kicks are taken from the corner arc.

c)       Hitting ceiling structures, with an indirect free kick to the team that did not touch the ball last at a place below where the ball touched the ceiling.*

d)      An opponent must be a minimum of 5 yards from the place where indirect and direct free kicks take place.

*Note: An indirect free kick awarded to the attacking team in its opponents’ goal area is taken from the goal area line parallel to the goal line at the point nearest to where the infringement occurred.

12.  After a goal is scored, re-start the game with a kick-off at centre mark. A goal can be scored directly from a kick-off.

13.  Offside - Offside will be called for U12’s to U18’s.  PAYSA rules require that an offside will be assessed as follows:

It is not an offence in itself to be in an offside position. A player is in an offside position if:

  • he/she is nearer to his opponents’ goal line than both the ball and the second last opponent

A player is not in an offside position if:

    • he/she is in his own three quarters of the field of play;
    • he/she is level with the second last opponent; or
    • he/she is level with the last two opponents

A player in an offside position is only penalized if, at the moment the ball touches or is played by one of his team, he is, in the opinion of the referee, involved in active play by:

    • interfering with play or
    • interfering with an opponent or
    • gaining an advantage by being in that position

There is no offside offence if a player receives the ball directly from:

    • a goal kick
    • a throw-in
    • a corner kick

14.  Slide tackling is allowed.

15.  Safety is of primary importance. Coaches are expected to stop reckless or dangerous play.

16.  Game discipline Cautions:    (FIFA Law #12): “ FAIR PLAY AND RESPECT”

·         The yellow card is used to communicate visually that a player, substitute or substituted player has been cautioned.

·         The red card is used to communicate visually that a player, substitute or substituted player has been sent off.

·         A player who commits a cautionable or sending-off offence, either on or off the field of play, whether directed towards an opponent, a team-mate, the referee, an assistant referee or any other person, is disciplined according to the nature of the offence committed


17.  Disciplinary Action:

Disciplinary action applies to all participants, players, coaches, team officials, fans/spectators and volunteers. Subject to PAYSA Rules and Regulations, the implications of a caution and subsequent disciplinary actions are as follows:

19.  Codes Of Conduct (PAYSA ).

Please note, abusive or offensive language or behavior is prohibited in all venues and in all activities under the jurisdiction of PAYSA. In the case of breach of this rule, the appropriate official may order the offending person from the activity or competition. The PAYSA Board has the authority to deal with any violations of PAYSA Rules and Regulations and By-Laws, or misconduct by any members/participants (players/teams, coaches, referees/officials, parents and spectators) which occur during sanctioned PAYSA soccer games and activities.
